Quick answer
Choose the pass by the railway that serves your route. JR-West's own pages say its passes are for foreign passport holders entering as Temporary Visitors, and that they cover JR-West lines only. Kintetsu, Hankyu and Randen are separate railways with separate passes. SkyGate's redemption text for several passes differs from the operators' pages, and XTOUR has not reconciled the two.
The short answer
These thirteen products are entitlements to ride, not itineraries, and none of them says you will visit any place they reach. The first decision is which railway runs your route, because a JR-West pass does not cover the private railways and a private railway pass does not cover JR. JR-West's pages say its passes are for foreign passport holders entering as Temporary Visitors.[18] Kintetsu, Hankyu and Randen passes are sold by different railways.[25][24]
JR-West passes for Kansai itself
JR West Kansai Area Pass (QR Code) has four options, for one, two, three or four consecutive days. SkyGate says it covers eligible JR-West Special Rapid, Rapid and Local trains in areas including Osaka, Kyoto, Kobe, Nara, Himeji, Wakayama and Otsu, plus non-reserved seats on the Haruka airport express, with up to two ordinary-class reserved-seat bookings on the Haruka.[1] JR-West's WEST QR page says the pass cannot be used on the Shinkansen and that a voucher bought from an overseas travel agency is registered online, with the QR code shown at the ticket gate and no paper exchange needed.[16] SkyGate's option text instead says to scan the e-ticket with your passport at a redemption machine and exchange it for the pass.[1] XTOUR has not reconciled the two, so check the voucher SkyGate sends. JR-West's separate page for the paper Kansai Area Pass says its sales end on 30 September 2026 and that passes bought by then stay valid for their period.[15]
JR Kansai Mini Pass is the smallest-area option: a three-day pass for the Osaka, Nara, Kyoto and Kobe areas.[2] JR-West says a separate Limited Express ticket is required for the Haruka and other limited express trains, and that the Tokaido and Sanyo Shinkansen cannot be used.[17] SkyGate says to present the mobile voucher and passport at a ticket machine at stations including Kansai Airport, Kyoto, Shin-Osaka, Osaka, Sannomiya and Nara.[2]
JR West Rail Pass is a catch-all listing. Its options repackage the QR Kansai Area Pass for one to four days, the Kansai Hiroshima Area Pass and the Kansai WIDE Area pass, all of which are also sold as separate listings. SkyGate's page-level notes about Shinkansen seats, the Miyajima ferry and the Hello Kitty Shinkansen are not tied to a specific option, so read the option you choose and not the top of the page.[3] Choose it only if you want to see all the JR-West options in one place.
JR-West passes that reach beyond Kansai
JR Kansai WIDE Area Pass is the five-day pass. JR-West's page says it covers reserved seats on the Sanyo Shinkansen between Shin-Osaka and Okayama, reserved seats on limited express trains such as Haruka and Kuroshio, and Special Rapid, Rapid and Local trains, and that the Tokaido Shinkansen and the Sanyo Shinkansen from Okayama to Hakata cannot be used.[18] SkyGate lists two listings under this title. The first has four options: the plain 5-Day pass and bundles with Have Fun in Wakayama, Tottori and Okayama passes.[4] The second, JR Kansai WIDE Area Pass with the Adventure World option in XTOUR's file, has five: the same four plus a JR Kansai WIDE Area 5 Day Pass with an Adventure World ticket. SkyGate says that option includes a one-day admission to Adventure World in Shirahama with a meal coupon; the plain options do not.[5] JR-West's Kansai WIDE page also lists an Adventure World admission ticket with a meal coupon among its packages.[18]
JR Kansai-Hiroshima Area Pass is the five-day pass for a Kansai to Hiroshima trip. JR-West says it includes reserved seats on the Sanyo Shinkansen between Shin-Osaka and Hiroshima and the JR West Miyajima Ferry, and that the Shinkansen from Hiroshima to Hakata cannot be used.[19] SkyGate lists two listings with the same title. One has a single option, the plain five-day pass; the other adds a Have Fun in Hiroshima bundle.[7][6] The Have Fun pass is covered in the Have Fun passes compared guide on XTOUR.
JR Kansai Hokuriku Area Pass is a seven-day pass, and JR-West says it covers reserved seats on the Sanyo Shinkansen between Shin-Osaka and Okayama and on the Hokuriku Shinkansen between Tsuruga and Joetsu-Myoko, and does not cover the Hokuriku Shinkansen from Joetsu-Myoko to Tokyo.[20] Hokuriku Area Pass is a four-day pass, and JR-West says it covers non-reserved seats on the Hokuriku Shinkansen between Tsuruga and Kurobe-Unazukionsen and is not valid on the Shinkansen from Kurobe-Unazukionsen to Tokyo.[21] SkyGate says the Hokuriku pass is for non-Japanese citizens only and that a passport is required at ticket collection.[9] XTOUR's reading is that the Hokuriku pass suits a trip that starts in Toyama, Kanazawa or Fukui, while the Kansai Hokuriku pass suits one that starts in Kansai and reaches that region.
Private railway passes
Kintetsu Rail Pass and Kintetsu Rail Pass - Train & Bus Pass in Osaka, Nara, Kyoto, Mie (Ise Shima), Nagoya are both Kintetsu passes, each with four options. The first titles them 1-Day, 2-Day, 5-Day and 5-Day Plus Digital Passes; the second titles them Train and Train and Bus passes with the areas in the name.[11][10] Kintetsu says the 1-day pass covers designated zones including Osaka-Namba and Kintetsu-Nara.[23] It says the 2-day pass covers all of Osaka, Nara and Kyoto Prefectures.[24] It says the 5-day pass covers all Kintetsu lines and the Iga Tetsudo line, and that the 5-day plus adds Nara Kotsu and Mie Kotsu buses in designated areas. Kintetsu says the pass alone does not allow you to board Limited Express trains and that a Limited Express ticket must be bought too.[22] XTOUR has not established that the two SkyGate listings' options are the same product under different names, so pick by the titles you see. XTOUR's reading is that the second listing's 5-Day Train Pass and 5-Day Train and Bus Pass correspond to the plain and Plus versions, going by their descriptions.
Hankyu One-Day Pass covers Hankyu's Osaka, Kyoto, Kobe and Takarazuka lines except the Kobe Kosoku line, according to SkyGate, and Hankyu's own page describes all Hankyu lines except the Kobe Kosoku Line. Hankyu sells its version as a digital ticket through Surutto QRtto or its app and states no visitor-only rule, while SkyGate's option says to present a mobile voucher and passports at the Hankyu Tourist Center OSAKA-UMEDA.[25][12] XTOUR has not reconciled these channels.
Randen Pass is a Kyoto tram pass. The Kyoto City Tourism Association describes the Randen 1-Day Free Ticket as unlimited rides on the Randen Arashiyama Main Line and Kitano Line for one day, and lists a separate Randen and Toei Kyoto Studio Park set.[26] SkyGate's four options are the 1-Day pass, the pass with a bicycle rental and a footbath voucher at Arashiyama, and two admission-plus-pass options for Uzumasa Kyoto Village, one for youths aged 12 to 17. Only those last two include an admission, and SkyGate says paid attractions inside the park are not included. SkyGate says the voucher is exchanged at a Randen station counter, and the exchange stations differ by option.[13]
How to choose
- Around Osaka, Kyoto, Nara and Kobe on JR lines: in XTOUR's reading, the JR West Kansai Area Pass (QR Code), or the JR Kansai Mini Pass for exactly three days without the airport express.
- Okayama, Tottori, Kinosaki or Shirahama: JR Kansai WIDE Area Pass, and the second listing if you want the Adventure World option.
- Hiroshima and Miyajima: JR Kansai-Hiroshima Area Pass, in the listing with the Have Fun bundle if you want it.
- Kanazawa or Toyama: JR Kansai Hokuriku Area Pass from Kansai, or Hokuriku Area Pass within Hokuriku.
- Nara, Ise-Shima or Nagoya on Kintetsu: one of the two Kintetsu listings, with a separate limited express ticket if needed.
- Osaka, Kyoto and Kobe on Hankyu in a day: Hankyu One-Day Pass.
- Arashiyama by tram: Randen Pass.
Before you book
- JR-West says a rail pass user must hold a foreign passport and be a Temporary Visitor.[17]
- Kintetsu says its pass alone does not cover Limited Express trains.[22]
- Read the redemption text of the option you pick, because SkyGate's differs from the operators' pages for the QR Kansai Area Pass and the Hankyu pass.[12][1]

Who can use the JR-West passes?
JR-West's pages say a rail pass user must hold a passport issued by a foreign government and enter Japan as a Temporary Visitor, and that Japanese nationals, including foreign permanent residents, cannot use them. SkyGate's option text says the passes are for international visitors or non-Japanese citizens.
Does the Kintetsu Rail Pass cover limited express trains?
Kintetsu's pages say the Kintetsu Rail Pass alone does not allow you to board Limited Express trains and that a Limited Express ticket must be bought in addition.
Is the JR West Kansai Area Pass redeemed by QR or at a machine?
