Indonesia travel guide: where to base yourself

XTOUR plans Indonesia around the towns and cities you sleep in: Yogyakarta and Surakarta in Central Java, Ubud and Denpasar on Bali, Jakarta, Malang for the Bromo side of East Java, and Labuan Bajo on Flores. This guide says what each base is for, which famous sites lie outside the town that sells them, who runs them, and which XTOUR guide takes over.

Quick answer

Pick the base by the sites you want, then check whether each site is actually in that town. Yogyakarta is the base for the Sultan's Kraton and Taman Sari, which the palace runs itself, and for Borobudur, Prambanan and Ratu Boko, which a separate state company runs; its pages place Borobudur in Magelang Regency, Central Java. Ubud is a base for central Bali, but Bali's tourism office lists Tanah Lot under Tabanan and Uluwatu under Badung. Jakarta holds the national and city history museums. Bromo Tengger Semeru National Park spans four East Java regencies, so Malang is one base for it, not its container. Labuan Bajo is XTOUR's base for Komodo National Park, which it does not contain. XTOUR gives no travel times between any of them.

The short answer

Choose the base by the sites you want to see, and then check whether each site is really in that town. Often it is not. XTOUR treats Yogyakarta as the base for Borobudur, but the monument's operator gives its address in Magelang Regency, Central Java.[3] Bromo Tengger Semeru National Park lies across four East Java regencies, so XTOUR treats Malang as one base for it, not the place that contains it.[17] XTOUR treats Labuan Bajo as the base for Komodo National Park, not its container.

XTOUR's Indonesian destinations are towns and cities you can sleep in: Yogyakarta and Surakarta in Central Java, Ubud and Denpasar on Bali, Jakarta, Malang in East Java and Labuan Bajo on Flores. Islands and provinces (Java, Bali, Flores, the Special Region of Yogyakarta) appear here as plain names, because a province is not a base. XTOUR has no routing provider, so this guide gives no travel time between any two places, including the times printed on official tourism pages.

Yogyakarta: two operators, two kinds of site

Two different kinds of site are sold under the name Yogyakarta, and they are run by different bodies.

The first is the Kraton, the Sultan's palace. The palace's own site says part of the Keraton area is open to the public as a tourism destination, managed by the Kawedanan Radya Kartiyasa, while the palace remains the Sultan's residence.[1] Its tourism site lists four visitor units: the Kedhaton (the palace core), Tamansari (the water palace), the Wahanarata carriage museum and the performances at the Srimanganti pavilion. The same site's FAQ says these units are owned and operated in full by the Keraton,[2] so XTOUR's reading is that Taman Sari is run by the palace itself, not by a separate operator. Tickets, hours and each unit's rules, as the palace states them, are in the Kraton visiting guide and the Taman Sari guide.

The second is the group of monuments run by InJourney Destination Management, whose site carries the company name PT Taman Wisata Candi Borobudur, Prambanan dan Ratu Boko: Borobudur, Prambanan and Ratu Boko.[3] None of the three is in Yogyakarta city. The operator places Borobudur in Magelang Regency, Central Java, on both its English destination page and its Indonesian entry guide.[4] It places Ratu Boko on a hilltop south of Prambanan and says it "is not a temple, but rather an ancient palace complex".[6] For Prambanan, the operator's destination page says the exact date and builder are unknown and gives the experts' attribution to the mid-9th century.[5] Official pages disagree on which province Prambanan is in. The Coordinating Ministry for Human Development and Culture places Candi Prambanan in the Special Region of Yogyakarta,[9] and the operator's article on Candi Sewu, dated 6 October 2026, gives the address of Sewu and Prambanan, "still in one complex", as Kecamatan Prambanan, Kabupaten Sleman, in the same province.[7] The operator's venue page for Sewu Temple Park gives the location as "Prambanan, Klaten", which is in Central Java.[8] XTOUR does not choose between them, and none of these pages places Prambanan in Yogyakarta city; the Prambanan guide sets out every page involved. Yogyakarta is the base for all three monuments, not their container.

The operator's Borobudur entry guide, dated 27 July 2026, sets out two ticket categories, one for the courtyard only and one to climb the monument;[3] what each covers, who may buy it and the operator's rules on the monument are in Borobudur tickets and climbing rules.

Whether to sleep in Yogyakarta or nearer Borobudur is the subject of Yogyakarta as a base. XTOUR has a guide for each site: Borobudur's two ticket types, the Prambanan temple compounds, Ratu Boko, the Ramayana Ballet at Prambanan and Waisak at Borobudur. Background is in Borobudur's levels and reliefs, the Cosmological Axis of Yogyakarta and Sekaten and Garebeg at the Kraton.

Surakarta (Solo), and Sangiran beyond it

Surakarta, usually called Solo, has its own palace, the Keraton Surakarta, which XTOUR's records place inside the city. Sangiran is a different case. The World Heritage property is a site, not a single building: the World Heritage Committee inscribed the Sangiran Early Man Site in 1996 as one of the key sites for understanding human evolution, through the fossil and artefact material it has produced.[10] XTOUR does not place the site or its museum in the city; Surakarta is at most a base for reaching them. XTOUR had no official page for the Surakarta palace that it could open on 11 October 2026, so it states nothing here about the palace's visiting arrangements. The Sangiran museum guide explains how the museum relates to the World Heritage site.

Bali: Ubud, Denpasar, and the island-wide rules

Ubud is a base for central Bali, not a container for it. Ubud as a base in Bali shows, from Bali's provincial tourism office's own pages, which of the temples and terraces sold from Ubud lie in other districts of Gianyar Regency.

Some sites people pair with Ubud belong to other regencies altogether. Bali's provincial tourism office lists Tanah Lot and the Jatiluwih rice terraces under Tabanan.[11] It lists Pura Luhur Uluwatu, on its cliff, and Pura Taman Ayun, the temple of the old Mengwi kingdom, under Badung.[12] None of the four is in Ubud, and XTOUR does not place any of them inside Denpasar, the provincial capital, either. The office lists the Bajra Sandhi monument under Denpasar and describes Sanur Beach as in the east part of Denpasar town.[13] XTOUR has not finished checking Sanur's position and does not yet describe it as inside the city on its own account. XTOUR does not compare Ubud with the beach areas of south Bali, because it has no source that does so on terms it can check.

Three rules apply to the whole island, whichever base you choose:

Jakarta

Jakarta's two history collections are separate institutions at different addresses, and each has its own guide. Jakarta's official tourism site says Museum Sejarah Jakarta, also called the Fatahillah museum, is an icon of the Kota Tua area and occupies the former Stadhuis of the Dutch East India Company in Batavia:[15] see Kota Tua and the Jakarta History Museum. Museum Nasional Indonesia gives its building's address as Jalan Medan Merdeka Barat No. 12:[16] see the Museum Nasional guide.

East Java: Mount Bromo, and why Malang is only a base

The national park's own work-area page says Bromo Tengger Semeru National Park lies administratively in four regencies: Malang, Pasuruan, Probolinggo and Lumajang.[17] Malang Regency is not Malang city, XTOUR's Malang destination. XTOUR does not say which approach suits you, because it has no route data for any of them.

Entry to Bromo is a booking decision, not just a matter of turning up: a park article dated 16 October 2024 says entry tickets are sold only online, against a daily quota.[18] The park announces closures notice by notice: its news item of 24 February 2025 closed the whole park from 28 March to 1 April 2025 for Nyepi and Idul Fitri,[19] and when XTOUR read the park's home page on 11 October 2026 its newest news item was still that one.[20] The Mount Bromo booking and closures guide sets out what the park's notices say and how old they are.

Labuan Bajo and Komodo National Park

Labuan Bajo is the town on Flores where the government's Labuan Bajo Flores Tourism Authority has its office, in Komodo district of West Manggarai Regency; the authority says it was set up in 2018 to speed up tourism development across 11 coordinated regencies.[21] XTOUR's records treat Labuan Bajo as the base for Komodo National Park and do not place the park inside the town. The park is on UNESCO's World Heritage List: the Committee's decision of 1991 inscribed it and asked the Indonesian authorities to complete the gazetting of the site and to research its marine areas so that marine concerns could be brought into its management.[22]

XTOUR has no guide to the park's permits, fees or rules. When XTOUR tried the park authority's websites on 11 October 2026, neither tnkomodo.menlhk.go.id nor tnkomodo.id answered, and XTOUR does not publish park rules second-hand. Until it can read the authority's own pages, it states nothing about how the park is entered.

Other destinations XTOUR is preparing

Bogor, Bandung, Mataram on Lombok, Medan and Bukittinggi on Sumatra are XTOUR destinations without a planning guide yet. The rule above applies to them too: XTOUR's records treat Lake Toba as reached from Medan and Mount Rinjani as reached from Mataram, not as inside either city.

Words, heritage lists and culture

Some guides belong to no single base. Candi, pura, kraton and masjid explains the words on Indonesian signs. Indonesia's World Heritage sites and its intangible heritage on UNESCO's lists cover the designations, with separate explainers on batik, wayang, gamelan, Balinese dance and Bali's subak landscape.

What XTOUR does not tell you

XTOUR does not publish travel times or road, rail, ferry or flight routes between these bases, because it has no routing provider. XTOUR does not publish opening hours, prices, dress rules or closure dates on this page. Each site's operator publishes those, and the guides linked above say which operator that is and quote it. XTOUR does not rank the bases. Which one suits you depends on which sites you came for.

Frequently asked questions

Good to know

Is Borobudur in Yogyakarta?

No. InJourney Destination Management, which runs the monument, gives Borobudur's location as Magelang Regency in Central Java. XTOUR treats Yogyakarta as a base for Borobudur, not as the place that contains it.

Can I buy a Mount Bromo entry ticket when I arrive?

Not according to Bromo Tengger Semeru National Park. Its article dated 16 October 2024 says entry tickets must be booked online through the park's official site, with no offline or on-the-spot sales, and that a paid booking cannot be rescheduled or refunded.
